Suggestion wanted: Good small inner city non-electric cargo bikes to carry 2 kids to their school plus me to the office after.

I am currently looking for a cargo bike that has to be non electric as e-bikes are basically banned here.

It should be a small bike I can fit in a lift to ferry two children to school. My commute to their school has a short section road riding, which means a trailer would be illegal, so no dice on that.

So far I am investigating Le Petit Porteur, multi, Yoonit, Acoustic Bullitts, haul-a-day etc.

I would maybe like to see if this could be feasible on a micro cargo like some kind of omnium Configuration.

My commute to school is basically 20 mins on a bus, 10 minutes via including parking it. And like 7 mins by bike as is with just my daughter on the front of it. I would use this bike to go slightly further away too like to the beach or park etc too.
 
I do not regularly transport kids so I'm no expert on this, but you may want to look into bikes where you can have one kid up front and one behind you if you need the smaller footprint to fit in an elevator. I think you can put a regular kids seat on the back of an Omnium, or WorkCycles makes Dutch bikes built for carrying two kids this way.

A seat like the Thule Yepp Nexxt2 Mini may also help.
