Massachusetts just launched its new state-wide e-bike voucher program that provides either $800 or $1200 toward any Class 1 or Class 2 ebike priced $5,000 or less (or an adaptive ebike up to $8,500) at participating bike shops. Vouchers are income-restricted and done by lottery.
Only a few of the participating shops appear to stock cargo bike brands - notably, Bicycle Belle, Casa Bikes, and Wheelworks - all in the Boston metro area.
VT has a $400 -$800 incentive program for e-bikes, e-cargo bikes, and adaptive e-bikes. Unfortunately it is out of money. Some money may trickle back in from folks that did not complete their purchase within 60 days, or if some is added via the budget.
